This page outlines the process, required documentation, and timeline for LUDUSHA's export license applications. All international defence equipment exports require the appropriate export license prior to execution.

📋 Important Notice: An export license is a mandatory prerequisite for international defence trade transactions. Unlicensed exports constitute a serious legal violation and may result in criminal penalties, fines, and the revocation of export privileges.

1. Export License Types

Export licenses are categorized according to product type, end-user, and end-use:

1.1 Single Export License

  • Applicable to a single transaction with a single end-user
  • Requires a separate application for each order
  • Usually valid for 12 months

1.2 Bulk Export License

  • Applicable to multiple shipments to the same end-user
  • Requires pre-approved product list and quantity ranges
  • Usually valid for 24 months

1.3 Government-to-Government (G2G) Framework

  • Applicable to direct government-to-government procurement
  • Executed under bilateral agreement frameworks
  • Typically coordinated through official government channels

2. Required Documentation

The export license application requires the following documentation:

  • End-User Certificate (EUC) — Official document signed and notarized by the purchasing government
  • Final Use Statement — Detailed description of the equipment's end-use and operational scenarios
  • Purchase Contract / Letter of Intent — Signed contract or legally binding letter of intent between parties
  • Import License — Import authorization from the buyer's country (if applicable)
  • Corporate Credentials — Registration certificate, government authorization documents, etc.
  • Product Technical Specifications — Detailed technical parameters and performance descriptions
  • End-User Information Form — Including full name, address, contact person, etc.

📌 Document Requirements: All documents must be provided in English. Non-English documents must be accompanied by certified English translations. The EUC must be signed and sealed by an official authority of the buyer's country (e.g., Ministry of Defence).

3. Application Process

Step 1: RFI Submission
The buyer submits an inquiry via the RFI Form on this website, and we initiate the preliminary compliance review.

Step 2: Eligibility Verification
We verify the buyer's identity, end-user information, and end-use legitimacy. This phase typically takes 5-7 business days.

Step 3: Technical Solution Confirmation
After NDA signing, both parties confirm technical specifications, delivery plans, and contract terms.

Step 4: Document Preparation & Submission
The buyer submits the complete application package including EUC, Final Use Statement, Import License, and other required documents.

Step 5: Export License Application
We compile the complete documentation and submit the license application to the competent export control authority.

Step 6: License Review
The competent authority conducts substantive review, including end-user verification, end-use assessment, sanctions list screening, etc.

Step 7: License Approval & Execution
Upon approval, the formal purchase contract is signed, equipment is delivered, and export customs clearance is completed per contract terms.

4. Processing Time

Export license processing time varies by product category, end-user country, and application type:

  • Single License: Typically 3-6 months
  • Bulk License: Typically 6-9 months
  • G2G Framework: Depends on bilateral agreements, typically 6-12 months

The above are estimated timeframes. Actual processing times are influenced by multiple factors, including the completeness of application documents, the compliance record of the end-user's country, and the international situation.

5. Review Criteria

The export control authority considers the following factors when reviewing applications:

  • Whether the product is listed on export control lists
  • Whether the end-user is a restricted entity
  • Whether the end-use is legal and conforms to international norms
  • Whether the end-user's country is subject to international sanctions
  • Whether the product may be used for illegal purposes (e.g., terrorism, nuclear proliferation)
  • The authenticity and completeness of the EUC

6. License Validity & Renewal

Export licenses are typically valid for 12 months. To continue executing transactions beyond the validity period, a renewal application must be submitted.

  • Renewal applications must be submitted 30 days prior to license expiration
  • Renewal applications must include updated EUC and Final Use Statement
  • If the end-user or end-use changes, a new application is required

7. Consequences of Violations

Exporting without a license or violating license terms may result in the following legal consequences:

  • Administrative Penalties — Fines, confiscation of illegal gains
  • Criminal Penalties — Imprisonment, fines
  • Export Privilege Revocation — Suspension or cancellation of export eligibility
  • International Sanctions — Inclusion on international sanctions lists

8. Frequently Asked Questions

Q1: Can export license applications be expedited?

In exceptional circumstances (such as urgent defence needs), expedited processing may be requested. Expedited applications require a formal expedite request letter from the buyer's government, which may reduce the processing time to 1-2 months.

Q2: Can incomplete EUC documents be supplemented later?

Yes. However, it is recommended to ensure all documents are complete at the time of initial submission to avoid delays. Document supplementation will extend the processing time.

Q3: Can an export license be transferred to another buyer?

No. An export license is applicable only to the designated end-user and is non-transferable. If the end-user changes, a new application must be submitted.
